I am writing as a Delaware voter and consumer of hemp wellness products to respectfully urge you to support House Bill 401.

Now that House Bill 395 has advanced, it is even more important that Delaware put reasonable protections in place before major changes to the hemp industry take effect. Consumers, small businesses, and employees deserve a clear path forward, not uncertainty or disruption.

House Bill 401 does this by forcing a more balanced approach and creating responsible oversight for hemp products while preserving access for adults over the age of 21. Delaware should be focused on age verification, product testing, labeling, enforcement, and responsible retail standards. These are the protections that consumers need in the interim.

This approach protects consumers, supports small businesses, preserves Delaware jobs, and allows the state to generate tax revenue from products prior to the impending Federal change surrounding hemp.

I agree that Delaware should address bad actors and stores that fail to age-gate appropriately. Between now and November, Delaware hemp retailers, their employees, and their ever-growing consumer base need House Bill 401 to set a fair regulatory structure while simultaneously allowing compliant businesses to continue operating.

Please support House Bill 401 and ensure that Delaware has proper protections in place before House Bill 395 is implemented.

Most simply, House Bill 401 works in collaboration with House Bill 395 and serves as a common sense place holder before the Federal change.
